FSSAI License

The Food Safety and Standard Authority Act is an act that is used to secure the laws relating to food and to establish science-based standards for food to control their manufacture, storage, distribute, sale, and import, to make sure the availability of food for human consumption and for other food-related issues. Food Safety and Standard Authority of India and State Food Authorities are jointly responsible for implementation and enforcement of FSSAI. There are two kinds of FSSAI License under FSSAI which are, (a) the Central FSSAI license and (b) the State FSSAI license. Petty food retailers too need to obtain FSSAI registration. Central FSSAI License

The FSSAI Regional Offices issues the Central FSSAI License which can be renewed within a period of 1 to 5 years. Food operators can obtain the Central FSSAI License without any hassle as FSSAI Regional Offices does function across the nation.

FSSAI Central License Eligibility

Central FSSAI License can be obtained by the following business unit:

  1. Slaughtering units.
  2. Meat processing units.
  3. 100% export oriented units.
  4. Proprietary food.
  5. Dairy units consisting of milk chilling units equipped with handling and processing.
  6. Vegetable oil processing units and units that produce vegetable oil by the process of solvent extraction and refineries that includes oil expeller unit.

Documents for FSSAI Central License

Following are the documents required for obtaining FSSAI Central License:

  1. Area/location layout or blueprint.
  2. Form-B duly completed and signed by the proprietor/owner.
  3. Proof of possession of premises.
  4. Director contact details.
  5. NOC and license copy from the manufacturer.
  6. Complete list and details of the types of equipment and machinery.
  7. Food Safety Management System certificate/plan.
  8. Supporting proof of turnover, if applicable.
  9. MCA Incorporation Certificate, if applicable.
  10. NOC from the municipality and local body, if applicable
  11. Source of milk, if applicable.
  12. Source of meat and meat processing units, if applicable.
  13. NOC/PA issued by FSSAI
  14. IE Code issued by DGFT for importers.
  15. Supporting proof of turnover for vehicles, if applicable.
  16. Certificate provided by Ministry of Tourism, if applicable.
  17. Proprietor’s photo ID and address proof issued by the Government of India. In case it is a company, the Director’s photo ID and address proof.
  18. Pesticide residues report of water in case of units manufacturing mineral or carbonated water from recognized/public health.
  19. Analysis of water report from a recognized/public health laboratory.
  20. Food Safety Management System Certificate/Plan.
  21. FSSAI Declaration Form.

Fee Structure

  1. Rs. 7500 is the fee charged for modification of license.
  2. Rs. 7500 is the fee charged for renewal of license.
  3. Rs. 7500 is the fee charged for obtaining a new license
  4. Rs. 10 is the fee charged to obtain a duplicate license.

State FSSAI License

It is mandatory for manufacturers, storage, transporters, retailers, marketers and distributors to obtain the State FSSAI License. The concerned state authorities issues the state license.

FSSAI State License Eligibility

State FSSAI License can be obtained by the following business units:

  1. Hotels.
  2. Restaurants.
  3. Slaughtering units.
  4. Meat processing units.
  5. Proprietary foods.
  6. Food processing units that include relabellers and repackers.
  7. Dairy units which include milk chilling units equipped to handle and process.
  8. Vegetable oil processing units and units that produce vegetable oil by the process of solvent extraction and refineries that includes oil expeller unit.

Documents for FSSAI State License

  1. Form-B duly completed and signed by the proprietor.
  2. NOC and Copy of License from the manufacturer.
  3. Partnership affidavit of proprietorship.
  4. Complete list of food categories that has to be manufactured.Proprietor’s photo ID and address proof issued by the Government of India.
  5. Blueprint/layout of the area location.
  6. Authority letter with name and address of the responsible person.
  7. Proof of premise possession.
  8. Food Safety Management System certificate/plan.
  9. Directors’ contact details.
  10. List and details of the types of equipment and Machinery.

Government Fee for FSSAI State License

  1. Milk production companies whose production are below 1 MT and milk units ranging between 501 to 10,000 LPD or 2.5 MT to 500 MT per annum has to pay a fee of Rs. 3000.
  2. Milk Production Companies whose production exceeds 1 MT and milk units ranging between 10,001 to 50,000 LPD or 501 to 2500 MT per annum has to pay a fee of Rs. 5000.
  3. All Food Service Providers (canteens, restaurants, clubs. etc) and Food Business Operators has to pay a fee of Rs. 2000.
  4. Hotels ranging upto 4 Stars needs to pay a fee of R. 5000.
